Microsoft's partner network alone tops 400,000 partners worldwide, generating close to 95% of Microsoft's commercial sales. A cloud solution provider selling to an SMB finance team needs different material than a global systems integrator pitching a multi-year transformation to a Fortune 100 CIO. One shared library can't serve both, no matter how good the content is.
Stop shipping PDFs and hoping partners tailor them
